Mysterious jazz vibes chords

I'm kind of rusty in my jazz theory, but I want to get back into it with vibes, playing my phybes vsti.
I listened to the demo to sonic couture's Vibes library and loved the first chord and motif for the first song demo (Audrey's Vibe). Can anyone tell me which chord is it based on and what's the theory behind it sounding so Twin Peaks like? Or is it more because of the whole vibraphone vibe and it's tremolo?

The chord is just 1 + #4 I think... If you want to add more notes, I think Cm7b5 should work.

Yeah, no, minor seventh flat five isn't it. It is a sharp 4 vis a vis the regular five. m7b5 tends to be a ii chord and this happens on the tonic. I'm not about to transcribe it but I think 'minor key but it lands on #4' is the thing. And I don't think b7 is there.
