Of course black music was meant as a badge for music made by black people. I don't know whether it was originally a negative term or not.
Pointing out that something is different from something else does not mean segregation to me. It can simply be an attempt at classification. When people say Chinese music nobody complains or says it is racist, strange...

It's a culture thing. I have a few black friends and they are always like: "Lets go out, meet some people!" etc. while the white guys more "Let's stay at home, meet some @ KVR!".
