I've already set fl to always start as admin, set the vst folder to accept all users changes, reinstalled the synth and code... it's just not putting out any sound for me. In the same project, I've tried both fl and non fl vstis and they all work but this one...

Then license wasn't accepted. Output is muted until license copy paste

There was an issue with some AV's giving false-positives with some modules a few years ago, but shouldn't be a problem if you are using recent AV versions.
Open your AV and see if anything has been quarantined if it starts 'CK_xxxx' then that would explain no sound.

I use Webroot and don't see that it has blocked anything related to the vst nor the host. I'll try re-re-reinstalling it tonight and see what happens. thanks for the efforts! Also will try it in Reaper trial edition (once I read to see where it likes to have vsts stored...)

You will need to remove the stored Keycodes from the Windows Registry - open RegEdit and search for 'CK_VST' Keys - delete any that you find - on 64bit systems there is more than one, so keep 'finding' until it scans to the end.
When you select the Keycode be sure it is only the text on that one line.
Someone made a file to set the Keycodes into the Registry using a script, you can look for that on my KVR Developer forum here, but i haven't used or checked it so....

And its not a script, its just a common regfile.
(Many devs use this method, ImageLine being one of the bigger ones.)
So if anyone is having problems, get the attached archive and follow the instructions in Info.txt
EDIT: Removed, see my next post for updated set.
Note: This is for 32bit systems. If there really is some other location on 64bit systems (what would that be, SOFTWARE64 ?), let me know and i will gladly make a 64bit set for you.
