I hear a buzz/hum/ringing noise coming through my monitors when connected to my laptop through my audio interface. It seems to buzz when an application is opening, when browsing the web, or periodically when not doing anything. Is there anything I can do to get rid of this?

Here is my setup:
Compaq Laptop AMD Athlon 64 processor 3000+
Windows XP
Edirol Audio Interface/Midi Controller PCRA30
Samson Resolv50a Active Studio Monitors
