Your question is pretty darn vague.
I suggest using a VSTi that has nice bass sounds, including plenty of crisply defined bass sounds. Maybe fm7 or Albino.
Virtually any nice synth can make nice bass sounds suitable for Goa/Psy-trance. I would steer away from using huge, fat sounds for bass lines, since you will probably have plenty of layers and having a huge bass sound will be muddying things up if things get too dense. ...and if things don't get very dense and interesting in terms of arrangements, I'm usually bored to death with trance tracks.
EQ and some compression can help a lot, by getting rid of upper frequencies you may not want in a deep bass part, and evening out dynamics.

Seems like Psytrance is getting pretty popular around these parts now
At the moment I like Inferno which comes with Creamware's Pulsar cards. It gave me a huge improvement over the A1 which I still like a lot for other sounds, but tends to mud things up if you want it to be powerful in the lower frequencies. I also like to use Baxxpander by Elogoxa on my Bassgroup.
Most importantly though you have to get it to go along well with the Bassdrum. I got my best results rolling off the bass at about 140Hz or even higher so the BD can reign the lowest frequencies.
So much for the sound, as far as programming it -
take a 4 to the floor bassdrum and try any pattern, just bear in mind that how things work together is the most important thing!

Yeah, seems like psy-trance is getting more attention recently. Frankly, I didn't like much in the way of trance/club music until I started listening to some goa/psy-trance about a year ago, much of it recorded over the last 2-6 years (ie much of it was not "brand new" music). I'm an old-timer who was raised on Black Sabbath and prog-rock groups such as Yes, so Goa is a noticable departure from my roots. I blame/credit internet radio and forums such as this one....I have huge access to lots of music that never made it onto traditional U.S. radio or even obscure U.S. radio when it was originally released.
I became a fan of some psy-trance. The best of psy-trance has a geniune sophistication in terms of arrangements that makes up for common "electronica" lack of well-made melodic lines, chord progressions etc. As long as it's hip, thumping, and full of interesting sounds that make me want to shake my skinny old ass, I can dig it. Most trance still seems boring to me, but there is no accounting for taste.
