Sample organization program with advanced sample snippet import?

I have Sample Librarian (by RYAudio) to organize my huge sample folder. But its media player is pretty basic and only plays whole files, not parts of them.

I have Resonic Alpha Player (by Liqube) to listen to certain samples. But it cannot organize samples.

I have REAPER (Media Explorer) to listen to a certain part of a media file, loop it and import the snippet simply via drag-and-drop.

I have a dream...

I'm dreaming of a program that can do all three things once and for all. Organizing my samples, playing only parts of them, looping snippets, importing certain snippets of media files, not only the whole file or sample.

Anyone out there who could program it?
