Yes, this is Windows 10 RT, not able to run standard X86/X64 stuff. Im not sure it will have much impact.

I thought RT already failed? Is this just Microsoft trying to extinguish Linux on hobby devices and embedded computers... again?

it may be cool to play around with from a hobbyist stand point, but it is never going to overtake linux on anything embedded for mainstream use. Its just way way too entrenched. Going to linux from the multitude of uOS's out there was a fairly simple leap since they were already pretty close. Besides the open customizability of toolchains and kernels is what really does it.
Theres no way they are going to convince any embedded manufacturer of any magnitude to switch though. They would have to convince the OEM's, the OEM's processor manufacturer to start making windows drivers, their peripheral manuf to start doing the same, switch everyone to windows environments, etc etc

Well yes, same GUI over different devices but you still cant run x86/x64 stuff on ARM. All they've done is dropped the RT bit and combined the best of 7/8.
