Looking for a MIDI utility that will strip tempo information from a MIDI drum loop.

Sequencer gets stuck at one tempo when I import a loop, and won't allow change. Anything I can use to fix that? Freeware, hopefully.

Midi loops can indeed have tempo information even though they of course
can be played at any tempo if you delete the tempo information.
There should be a function in your D.A.W where you
can see all the information in the midi loop.
See the manual or right click the midi loop or maybe where
your D.A.W display the tempo of the song.
Then delete the tempo information and set your song
to the desired tempo

There used to be a utility called MFSp/c that can do this but I can't find the download link anymore.
