Buy a Computer Magazine, you get a sequencer (Computer Muzys, with VST, ASIO, Midi, and a lot more) including a Drum Sampler (SR 202) a sampler (DS-404) a monosynth (CM 101) a drum module (CM 505) and a lot of free VST's and VSTi's.

Kristal doesn't support vsti, it's audio only
i quite like it : it's easy to use, clear and efficient, but the big trouble is that it doesn't seems to stretch samples to match tempo or to loop files...
so you can't do everything you'd expect from a sequencer...

well they did ask for VST.. which kristal does support.. just not instruments 
I would say a combination of kristal and a tracker like buzz if you were on a tight (read $0) budget.

You could try Delta SP http://www.kvr-vst.com/get/299.html
I have found it really quite a cool app. It has a really cool way of doing things, and you can build your own synths with reaktor-like modules and use them in your projects.
