That's my knee-jerk response as well, but when I stop to think about out, I'm hard-pressed to think of any huge improvements that it needs to warrant a new version. A GUI similar to their new plugins would be cool, but isn't really necessary IMO. More modeled filter types? I just don't really like the filters. It's a great interface and gives you a lot of possibilities. I just wish the filters were a bit better. If V3 comes along I'll definitely check it out. I can remember several years ago that they acknowledged on their own forum that Twin 2 and Volcano had aliasing issues and IIRC they said then that they had plans to update in the future. That was a good few years ago though.
I sold Volcano recently because of getting The Drop; much better sounding and good creative possibilities, though nowhere near as easy to use or as attractive as a FabFilter plugin.

A shame Philteroid doesn't seem likely to ever be updated; looks and sounds great for a freebie Sherman, but sometimes croaks in the midst of tweaking.

I often create me simple filter effects using Ableton Live effect rack with Live plugins controlled by Max for Live LFO / Step Sequencers. Using Max for Live to control VST parameters works fine too. Reaktor is a nice tool too.

ok, the op asks about the "best" filter plug ins, so my suggestion might not be the perfect one,
but lately i find myself using in most occasions Sugarbytes WOW2, when i want to filter.
It's usually the combination of some distortion with the vowel filters and some modulation.
I also like this one as a bus effect - with automated sends, so i can add some dirty presence where needed.
I also have the etch, which is really nice, but for some reason i don't use it that much.
Maybe, because i'm still waiting for the Diva - Audio inputs to come.
Finally, i have to say that i still own the sherman filterbank 2.
That's still an unbelievable piece of hardware.

Did a demo of Volcano and thought it sounded fantastic and of course has an excellent UI. Easily good enough to buy it at that price. Don't really understand the "outdated" comments
I did consider the drop also, the demos sound very good but I actually find myself somewhat more partial to Volcano's sound for most of my work as well as Fab Filter's workflow.

I used the term 'outdated 'because it polite was of saying that I think the filters sound pretty poor (imo).
