Promotional Opportunity from iHeart Media - Legit?

I got an email from iHeart Media(iHeart Radio - Clear Channel Communications) soliciting new musical talent, so I sent a link to the best-sounding Soundcloud track for a collaboration I'm doing. They sent me this email back saying they think it's top 40 material, that they want to promote me, and included a couple of PDF attachments, one of which is an agreement requiring my signature. It's pretty straightforward, no obvious fishy language, and at the bottom of the form they specify how the promotion would be done - my choice from 4 packages, each one providing more airplay in more mediums, including in one of their many broadcast markets. The catch is that I would be paying them for this, from $100 for the low-end package up to $290 for the most generous. At the bottom of the form they swear up and down that this is not "pay-to-play", they even use that term, but I thought I'd reach out for some unbiased opinions if anyone has any, and maybe some prior experience with this promotion if anyone could share. Tell them you'll give them the $100 after you've had your Top 40 Hit.

If you truly believe their claim that the track is Top 40 material then I would send out demos to some major labels before handing out my money to a promoter. I know there are other promotion companies out there who will promote you for a percentage of future sales ... no upfront fees.

They only have $15 billion in assets, though, so I can see why they'd be randomly scouring soundcloud etc for artists they can promote for $100 a pop. Sounds completely legit.

Yeah, that email address is a dead giveaway. If it doesn't come from iHeartMediaTotallyLegit(@)freeweb.com, you know it ain't real.
