Yeah, these things cycle round and round and... 
Though in the MP3 case above, that was them trying to push people towards WMA format by only allowing you to rip MP3s at 128kbps. I've never heard that they actually made MP3s sound worse on playback but a good conspiracy theory maybe...
Didn't last long though, just pushed people away from WMP which they didn't want so included higher quality ripping soon after.

Back in those days one had to decide if one should go with mp3 or Real Audio
