Does anyone know what are these chords played at the beginning? It sounds so dramatic and discomposedly

You talking about at 2:22? If so, it's worth noting that they're very unlikely to have been consciously composed by the producer, and instead were sampled from something else. Having been removed from it's original context, and particularly with the way it's being used, the actual chords/theory aren't so important here.

But you're gonna give it a try anyways, you can at least identify one note of the chord is the same note repeated throughout the whole sample(C). Add in the loudest note that's shifting downward, and those paired notes will go a long ways. The sample's contents sound constrained to C minor scale, along with the rest of the song.

Thank you for your help! I'd like to know how to make so dramatic chords and melodies, not only in this song.

You and me both. Your best bet is probably to start learning to play piano. You could also learn some theory, but becoming comfortable and fluid with your fingers on keys, banging on chords, is probably more important. No small challenge, there. In my very limited experience, the best hip hop producers have got some chops with soul piano.

That's part of why sampling is so popular. Years of practice not needed, you can just take something that sounds nice, and use it freely without actually knowing what it is, or how to make it. That said, even if the producer was the sort to come up with those chords from scratch, sampling usually yields very different, often desirable results, compared to composing. I always find it cool listening to producers who both compose harmonies with great competence, yet occasionally choose to manipulate harmony samples instead.

If you choose to forego piano, then some basic theory might help with your sampling. You'll understand how most chords can be productively interactively with, even if you're limited in your ability to compose the chords from scratch. About 200ish pages of book reading will get you primed, in that respect. It's worth it.
