Audioanalysis - is dB the right unit to describe the value between LUFS and dBTP?

Hallo!
I'm new here and hope someone can help me with the following problem.
(btw. sorry for my poor english)

I'm analysing video sequences with huge differences in dynamics for a paper and have problems with the EBU R 128 recommendation.

I use Steinberg Cubase Pro 8 as DAW and analyse low level parts of movie scenes before high peaks.
For example there are 10 sec. with an average value of - 37 LUFS followed by a loud event with a maximum level of -7 dBTP.


Is it actually possible to say that the difference of -37 LUFS and -7 dBTP is 30 dB?

And if not how can i calculate it to bring it to the same value?

Every help or information is highly appreciated.
