Maybe you'll like Xils-Lab Le Masque, a creative delay that also can be used like a standard delay, but with odf analog filters etc

Also, Unfiltered Audio Sandman is worth a look, but I'd say it's more of a creative effect than a bread & butter delay - $19.99.

Ohm boyz and either Vroom or VVV. I think Vroom is the better overall for natural sounding reverbs while still being able to get you into very weird territory. Ohmboyz will do anything you might want from a reverb and lots of things you'd never considered using one for. Zebra MFM approaches the same level of flexibility and adds a few tricks that you can't do with Ohmboyz. I'm suggesting these because they offer things beyond echoes and synced delays. Most standard delay tasks can be done with whatever came with your host.

Reverb.
One option that hasn't been mentioned too much is to go the convolution route rather than algorithmic. I have been very happily using Space Designer in Logic for years and have slowly built up a collection of IRs that meet my needs.
I would recommend Fog Convolver by AudioThing. It comes with some great IRs, has a great interface and actually makes the utility of importing IRs easy (really it's USP IMO). However this is an option that can be done perfectly acceptably with freeware - just search out the IRs.
I need algorithmic reverb sometimes too. VVV is loved by many and certainly a quality plug.
One option I would recommend without hesitation if you're on Mac is the Airwindows reverbs. I originally bought Farspace and Allspace as a bundle for $50. Since then I've had 2 further plugs, Space and NonlinearSpace as free crossgrades.
They are relatively 'high maintenance' as reverb plugs go - there are no presets and they do require some learning. So not for everyone but some very cool features in among there, top quality sonically, versatile and exceptional value for money (4 excellent verb plugs for $50).
Delay.
I think you want one 'utility' delay for bread and butter stuff - and I have been very happily using H-Delay by Waves for years for this. About the only criticism I have of it is that the onboard modulation gets pretty heavy handed very quickly - but this isn't a big problem. Aside from that... wonderful GUI, does what I want quickly and easily and covers the ground sonically. In terms of being flexible AND easy to use this hasn't been bettered.
Most DAWs have perfectly acceptable basic delays; I would just pick something that you find easy to use and stick with it. NI Replika would fall in this category too... it's just what grabs you and works for you really.
After that you're looking for character effects - either stuff like MFM2 (I'm not a fan of the interface, too much fiddling for not enough results in my experience) which has cool options for manipulating signal or something like Sandman which via its features is more of a distinctive character plug.
I want as many of the quirky character plugs as I can get my hands on in this area because I LOVE delays. With that said, a lot of the more complex signal processors like MFM2 and Sinevibes Multitude haven't worked for me personally. I've been meaning to try Echobode out because it looks like it might be a good compromise and useful addition.
One last plug to add would be my favourite tape delay - u-he's Satin. Not a delay plug per se but it excels at pretty much everything it does and is a tool I wouldn't be without on a number of fronts. Out of budget but a superb value when you consider the many applications it has.

Forgot to answer for the reverbs, but sorry the only sw reverbs I use are all more than the price target

Is there a specific reason why you guys prefer VVV to VRoom? Always thought VRoom is more of a all-in-one solution than VintageVerb, or is it better for a certain type of music? Sorry for my ignorant questions without demo'ing either one of them.
