i got around to building a vst to do this, try the first part of this mp3:

of course this is an fft process which raises bins around peaks, with an option for phase randomisation, which is how it turns into noise.
thinking about this process as i implemented it, another approach might be to add a fast chorus to a sound, which shifts frequencies up and down a bit due to the delay modulation and is the classic way of increasing the frequency density of a signal, then, use that to talkbox/vocode noise? and mix that subtly with the dry, which would create a complex filter "aura" around the original signal. this would sound quite different from caprice but might work well for some things.

An upward compression VST will get you a higher noise floor (most compressors are downward compression but a few upward compressors do exist).
As for sidebands, ring modulation will get you that.

Revisiting this thread, its really a good one! Still relevant today. I do wonder if this sort of stuff is thought in schools / colleges?
