Yes it can (there is various drawing tools, an FFT/additive approach, and you can even enter equations to generates the tables).

The linked tool offers a different approach, based on FM synthesis. This could probably be done with equations, but FM is already enough of a headache with knobs, so...

The wavetables can only be used with Serum, not other Wavetable plugs?

Serum wavetables are simple wav files (with some specific metadata), so it's probably possible to use them in other synths, but that would require some work, as the layout of the tables would be different (IIRC in Serum it's 256 waveforms of 2048 samples each).

Yeah its mostly just a different approach, but pretty cool.

The guy says at the beginning of the video that this can do things 'not possible' with the builder in Serum, but I dont think I can quite imagine what he is getting at.

Especially since the latest betas of Serum have added the ability to "resample" the current sound to a wavetable. The tool may be more convenient for experimentation, though.
