Well, definately: THERE IS ONLY ONE PLUGIN WORTH MENTIONING
And it's not even an effect plugin
But the included effects can also be used separately as VST effects.

Truely: For me it ist still the best and most innovative in it's segment, came out a long time ago and IMHO nobody did a VST instrument that could replace this one.
Unfortunately Steinberg never came up with new versions after VG2. IIRC it is because of rights of ownweship aspect with their production parner company WIZOO, which was eventually bought by Hans Zimmer. But I don't know who owns it right now...

Best effects VST ever?
I finally found an AMAZING vst plugin for effects:
UVI workstation with the Extreme FX package. Many crazy effects and amazing sound quality. You could spend hours just playing through the presets being blown away.
Those are mostly "soundscapes" and other environmental stuff, but the array of sounds is great and each of the banks is instrumental.
As far as "effects" goes, that's my go to VST.
If you are looking for Deadmau5 style video game effects, "Chiptunes" from plogue is the way to go. Exactly models all the old chips and all the sounds they make. I'm not sure if DM uses the plugin or not, but you'll recognize a lot of the sounds (and basses) immediately.
