Yes, that is correct. Everyone is welcome to round up to nearest 5 or 0.

Edit: To make handling of bids easier I might decide to round any bids down, for instance in the example above the bid is valid (from 27 - 32) but I might place the bid on 30. This only applies once though.

Why don't we make the round up to 5 or 0 mandatory? I can't see why this could be a problem.
