Has anyone heard if it is planned?

Not yet,
due to 2 reasons:
1. The latency on Android devices is too high.
2. There's not much hope of generating revenue from android apps.
If you convince us otherwise, we'll consider

Android users are all poor/cheap while the apple bunch is the real deal...
Yes, latency is generally a problem but there are solutions. Caustic is a success story in android. Samsung is catching up with the low latency fixes. IK Multimedia is already on the wagon.

There is quality apps and there is people paying for it so if developers do not want to make some adaptations to their already made apps and make some extra revenue...?
With the latest Samsung devices there is already low latency and it is not bad with the Nexus devices and again if you are making sequencer based music latency it is not much of a issue (I know that this is not the case with Synthmaster but just to throw it out there).
Maybe it is also a good idea to get in early on the Android market before all the latency issues are resolved instead of trying to make your voice heard when everybody is trying?
Think that IK Multimedia is doing the smart thing (I do hate their constant publicity in their paid apps though!) and they will benefit and are benefiting by being some of the early converters from iOS.
Just my two cents.

For every Android device that has acceptable latency on a limited range of new hardware there's 10 potential buyers who will leave rubbish reviews because the latency on their device is unacceptable.

Yeah, my device has good low latency operation, Caustic is fabulous on it, but I do get why this isn't a priority. I'm ok with that, and Caustic actually keeps me pretty entertained.

Do you know that the new Caustic update is going to allow for ripping all the machines selected directly into a new sampler instrument! There is not anything like that on Android or iOS.

Actually Android users are smarter. They don't want to be fleeced for a phone that shatters easily, and will be outdated by another model in 6 months just to fork over another ton of money so they can try to impress their little friends with their little phone. Had my Android for 5 years and worked perfectly till I upgraded.
