Yes of course. This is cheating!
Your preset pack contains 500 presets? It's a bigger cheating.
Moreover....You use a daw that is programmed a developer? You cheat again!
Program your own daw, or use a wave editor, to create your tracks!
You own a hardware synth - this already has presets, another cheating.....
BTW, you didn't buy the software you use? Another big cheat.
Using electricity to power your equipment that you have not created yourself, cheating again
Every producer need to have a windmill in their garden to create their own power from scratch

Im sure if there was not a lot of 'preset user cheats' then a lot of people of this forum would be out of an income!
But a preset persay if it works, it works, if its a starting point fine, if you start from scratch great, if you build your own hardware fine, all that counts is if the end results meets the end cause. Same argument saying is it cheating to use vsts and computers? Inane question really?

Ok, take it to another level : real life examples.
When Björk created her first album Debut she was helped by superb musicians who created her music background. Then another albums released, and another, and one of her latest albums she tried to make music too.
The result: her overall music became harder to understand, etc...
So this is an example of not cheating - your music may become poorer...

This is the zombie subject that refuses to die
One personal observation and one tip.
Of all professional producers I've worked with and seen working - using presets is generally a non-issue. If it sits in the mix it sits - and they move on to the next track. More often than not, their prios are to get the track done.
Unfortunately I've never been like that, which probably explains why it takes me bloody ages to complete an album
. I'm always feeling guilty using loops and other sound designers presets.
My personal trick to avoid that feeling is to have a controller mapped up and adjust the sound to your taste. Often it doesn't require a lot - most work for me is done on the filter. My point is that with just a few adjustments you have made the sound "more you" and I'm not feeling "guilty" anymore.
Works for me.

If you lust in your heart, you are cheating. Does this look like a confessional to you?
(I would use a smiley face, but that would be cheating.)

Ok, time to go OLD SKOOL on everyone.......

Hmmmmm, should I play the "common sense" approach, or the "who cares" approach?
I'll try common sense at first. No matter HOW MUCH you think rolling your own makes THAT much of a difference, it doesn't always. Now, some presets drive me crazy (has anyone ever watched the science/history channel stuff? )
Man, how many times have you been watching about ancient aliens and though "f**k, I have that preset, you idiot!" (over and over) Should be the answer of relatively often.
But considering that a "synth" has a certain base tone and how many people want to copy that sound (because they like it) it's not weird or anything.
Some synths/rmx/etc are really inspiring. Much of the time you need to tweak it to taste for one reason or another.....that's good enough for me. Making music is more important that obsessing over such things.
