Can I Set Ableton To Always Collect And Save All Samples For Every Set?

I'm trying to set Ableton so that it now defaults to saving ALL samples in a set before closing. I tried selecting the "Collect Files On Export" folder in the Ableton library settings, but this doesn't seem to do what I want. The only way Ableton will save a set how I want is if I go to the file menu and select "Collect All And Save".
Is that "Collect Files On Export" setting related to what I want, or should I have that set to some other default?
Is there any way I can set Ableton to ALWAYS "Collect All And Save" for each set, without being specifically prompted to do so?
Also. How can I set Ableton to ALWAYS default to saving Ableton projects somewhere else on my machine other than Abletons default project location?

I don't know of a way but it would be most definitely a good preset to have, so flag Ableton. I find now and then an old project where the samples were not collected and hence is broken. I don't mind the extra time when closing a project for saving samples.

My workflow might not work for you as I always only work on one project piece at a time
I always go to options > preferences > file > then "save as template"
I might do this sequence 5 or 6 times during each studio session with LIVE - keeps everything in place for the next time I re-open the project

5.8.1 Collect Files on Export
When you save Live Clips, device presets or tracks by dragging them into the Browser, Live manages the copying of associated files based on the selection made in the Collect Files on Export chooser in the Library Preferences. This chooser provides the following options:
Always, the default setting, will copy files into the same folder as the clip, preset, or track without notification.
When Ask is selected, Live provides a dialog box with options for copying files.
Never means that files will not be copied when saving.

Ok. This might be a new question.
If you open up "preferences" and then go to the "library" tab, under "browser behavior" you can set whether Live will "always", "never" or "ask" to collect files on export?
What is this for?
From what I can tell, it has NOTHING to do with the similar sounding command of "File">"Collect All And Save".
Anyone have any idea what this library setting under preferences is all about?
