Best free drum samplers?

I have hard time finding anything at all

You're not going to find anything these days, sampler of choice and the samples forum here for all the freebies. I used to use Shortcircuit, people like that new one with the gibberish name, TX3475 or whatever, someone will help you better.

Tatapoum 4 and Grizzly were ok iirc .... or you could use shortcircuit. I use Live's Drum Rack and Sampler mostly ...

It only handles 16-bit samples if I remember right, so plan accordingly.

A sampler just for drums and percussion sounds: ADZE (comes with free STOOONER). Really unique device. Funkiest envelopes around (for drums).

Is there a way to change what notes are sent through midi out in NegativeSpace? sfz+ is a good choice or any that will load/save in that format as there are some pretty good free to very inexpensive libraries that either the sample developer or users map to SFZ format, Especially so if you are wanting acoustic drums.
There is plenty to choose from, A good example of whats available both acoustic and electronic for gratis all put together by Tomislav the dude that is 'BPB':

I think personally it all depends on if you are wanting to use already rolled libraries or you plan to roll your own mostly. If you intend on doing both then you could end up with a few as some fit workflow better than others IME
Hope that helps and it is an area worth spending time on as there are many good options but which you'll like and which you won't only you can decide via trial and error in my very humble honest opinion. So try all is what I mean, As you can see already there are plenty of options suggested already

My all-time favourite was fxpansion DR-008; a great piece of kit for my experimental psybience. Unfortunately, however, it does not work in Windows 7 so i am looking for a free or reasonably priced replacement. Any suggestions as to what is available with similar gui and functions would be appreciated.

"best" depends on your needs, afaik, stoooner is the only one with fft based spectral manipulation eg. smearing (timestretch) which allows you to tweak your samples into things you would never associate with the original sample (and 40 odd filter modes).
it's only two slots, so emphasis on "creative" timbral applications.
