Last time I've bought Cubase 7.5 upgrade for my Cubase 7 and activated it only after Cubase 8.0 PRO release .
Result Cubase 7.0 -> Cubase 8.0 PRO for $50

The best "upgrade sale" from Steinberg was free Grace Period upgrade to major version for $50 only

Back in the day, I "upgraded" (I use the term LOOSELY ) from 4 to 5 for a discounted rate. But that's like a decade/8 years ago so not sure now.
But they've done it. I'm not clairvoyant, but would think that around grad/fathers day would be the soonest bet (but I have no inside info)
