Buzzing sound

What ever I plug into the line-in and microphone socket gets a buzzing sound. No it's not an earthing prob, gate and compressors does help a bit but can I get rid of it permanentely? Oh, and there's still a buzzing sound even without anything plugged in
, and NO, it's not my speakers.

what kind of sound card is it?
perhaps you need to lower those input volumes and crank up your external hardware?

It's a SiS onboard soundcard.
