Reaper now has notation functionality built in.

This is a big deal. Personally, I'd never use it, but now people cannot whine about it not being feature.

It seems from discussions on the Reaper forum that this new notation editor is really quite sophisticated - heavy notation users have guided the development of the feature set over recent months and are very satisfied apparently. Import/export are yet to come but this is in a $60 DAW. Not too shabby at all.

Back in the early days of MIDI sequencers, notation was pretty much required of a fully featured app. Now we have a bunch that lack it - I suspect Reaper sporting notation will put a bomb under some of the others. Studio One is owned by Presonus who bought Notion so I expect they will be the next cab off the rank.

The number of frequent bugfixes in Reaper constantly make me wonder what other people's definitions of 'stable' are.

For me personally it means it's never crashed or flaked out in any way in the 5+ years I've used it.

Bugfixes are needed for any program, really. Also bugs don't always imply lack of stability. Reaper is rock-solid over here for years now (and no other DAW that I tried ever behaved this solid for me).

Would you rather have things bugfixed often (and in direct response to userbase), rather than waiting for a major release version that might not even include those few bugs that are nagging you all the time? This is called rapid development and it's all the rage now.

It is KVR though so... the tendency is to see negativity.

Where is the notation editor? - it's not under view, not available as rightclick option on a midi clip or track so how do I access it?

It's accessible from the MIDI editor - it's one of the view modes.
