If you open the inspector (click the i icon at the top of the arrange window), there is an offset you can specify a +/- offset in milliseconds which is available on all instruments and audio tracks.
I have to delay my external MIDI by the latency to make it play in time. I find it a bit of an annoyance, but I can deal with it
