Nothing, no email, no reply to two PMs from June 9th. Initial contact was over a month ago, with the original payment made on May 28th. I contacted the email address in the Paypal invoice with no reply either. Is it time to open up a Paypal claims dispute? It's been long enough I think..

Recently bought some libraries off of a seller of decent standing here via PM. One downloadable license and one boxed item. Download went fine, but the boxed item was reported as "lost" in shipment 12 days ago with the promise of a new shipment and emailed tracking number.
Nothing, no email, no reply to two PMs from June 9th. Initial contact was over a month ago, with the original payment made on May 28th. I contacted the email address in the Paypal invoice with no reply either. Is it time to open up a Paypal claims dispute? It's been long enough I think..

they only give you so much time before you can't open one at all. I think you waited too long already.

Nope. You have 180 days now with Paypal now. As soon as you become aware that you are not getting what you want. The product, a reasonable reply with a solution etc. I think you have grounds to launch into dispute mode.
