Is there a way to change the sample lengh via midi cc?

Another question. Is it possible to focus these two operations (2 knobs for sample start and length) for multiple parts?

You could use macros for that. That is, if I'm understanding correctly.

If you, for example, made a Rack of Simplers, you could assign macro Knobs to the same operation (sample start and length) in each Simpler. There's an options script that makes this easier ...

In Sampler the loop start and length are not something you can assign to a macro directly, but there is a workaround:
In the Modulation tab use the AUX envelope and assign the parameter to slot A or B and set its sensitivity to 100 percent.
Now assign all of the following parameters to a macro: Initial; Peak; Sustain; End (use the whole range 0-100% for all of them)

This macro does now do exactly what you wanted and you can of course control this macro via Midi
