the problem with this is that hes asking for neoclasical but what he describes is ethereal. go by the music not the genre hes calling it.
neoclasical/darkwave are terms that were never used by the people who made the music or the people who listened to it at the time (like me). its a term that came after by people trying to pigeon hole stuff they didnt have a reference for. as a result...bands like dcd are classified as darkwave even though they really dont exhibit the features...in this case namely the "wave" part. darkwave is an extension of new wave and synthpop...something dcd and bands in that vein never were. they got associated with it by way of their fan base...not because of any musical similarities.
as is often the case...progenitors of a kind of music arent actually part of that kind of music.
now heres a list of artists that more accurately matches up with the description of the music the op asked about....complete with yet another stupid hybridized genre name no one ever actually used:

so...does he want music like those bands he listed...or does he want what is commonly refereed to as "neoclassical"? because those are 2 different things.

From the 80's don't forget to check out serene stuff like Saudade (Love & Rockets), Jemal (Peter Murphy) and Dreams of Reason (Mick Karn), to mention a brief handful.

Well, it's understood the progenitor of all the 90s "dark wave - ethereal" genre was the original postpunk stuff (Joy Division and the likes) and all subsequent Ivo Watts-Russell's 4AD bands. But this is not what he's looking for. He's looking for so called "neoclassical", which is an end-of-90s-00s very DCD derivative hybrid subgenre. IF he really wants "neoclasical" then you are correct for the reasons you state...BUT if hes looking for music that sounds like what hes using as examples and the description he gives...then he doesnt want neoclasical he wants ethereal.
i have no idea which it is.
i dont think its right to lump artists into categories that only came about after the fact. dcd is not and was not neoclasical...and neither was in the nursery for that matter (or intermix or controlled bleeding or will or any of those pre-neoclasical third mind experimental artists that are nothing like dcd in the first place)...they influenced it...but they are not part of it any more than leonard cohen is a goth artist.
and no i dont recognize that track...i was never a current93 fan. not my cuppa.

Well, the difference is clear: people in the 90s used to call "neoclassical" all those "piano+cello+ethereal voice" projects, such as this one:
"ethereal" has more to do with Cocteau Twins and the likes, IMO. It's more "keyboards+guitar+ethereal voice". Something like this:
