Is MIDI resolution standarised within MIDI files?

Please i have already started thinking of a HTML5 application that will do what i suggest.
You do notice the bpm and timesignature in header 120 4-4

But since the midi BPM format seem a bit wacky in sequensers only full beats "naturals" while reaper for example use decimal points upto thousands "120.xxx" and songs today probably never exact on spot one probably should do a VSTI for daws rather then what i intend todo a simple midi beat and timesignature ***corrector*** for ***drum miditracks*** layed down on the fly to music.
Because obviously just pushing rec on sequenser and play to background music will give you wrong BPM and timesignature for your miditrack.

It is a groove creator basicly, so that you can use the beats you play to real music, of course you can even without but it will be weird to have a song recorded where the bpm and timesignature are not in synch and touch with reality.

What bother me though is that it will be off if i do not interpolate/translate the recorded decimal sensitive events within the groove into a format that just use naturals for BPM like below.

But one have to start somewhere.

Why? Finding out the bpm of the background song is not that difficult, and you only need the sequencer to be aproximate, not even exact, since you only want to keep the midi after recording, and not the YouTube audio, if I understood correctly. Actually, you don't even need that, but it will make things a bit easier afterwards. Once you have recorded the midi, most DAWs will allow you to fit stretch it to the desired number of measures, and then you can fine tune the tempo if you want. About the time signature, you only need to try with the most common, until you see that your stretched phrase fits well within the measure(s). All of this should not take you more than a few minutes once you understand what you are doing.

Or learn how to identify common time signatures by ear. You should be able to identify 4/4 by now, at least. You don't want to play along Dream Theater or Rush, do you?

Except those strings are not in the Header, they're in the Track Chunks. And neither Set Tempo nor Time Signature events contain data in an ordinary string format(*), so I suspect its almost certainly a Text Event.

(* given that eg tempo is set in microseconds per quarter note, not BPM)
