Rory Walsh's great project Cabbage is a full-featured IDE for working with Csound. Among its many interesting features you'll find an Export utility that creates VST/VSTi and LV2 plugins. If you're already a Csound maven you can use Cabbage for your own coding purposes. However, you don't really need to know much about Csound if you'd just like to export some cool and unusual plugins made from the included example synths and effects.
Cabbage's software environment is built from JUCE and the Csound API. It is free software licensed under the GPL, see the project site for more details.

Interesting. I'm surprised I haven't bumped into Cabbage before now - I've been dorking with Csound on and off for years but this is news to me. Actually just this very afternoon I was thinking of looking in on Blue to see how it's traveling but I may have a gawk at Cabbage instead.
