i suppose the difficult part is translating speech into phonemes, adapting to the RP phoneme set..

..i always sequence vowels (as these are "tone") on the quantised note value, and then go back and place consonants slightly before. pretty fast once you get used to it :)

MIDI Choir may be worth a look, only 32 bit windows though:
