I don't know about the best but if you learn well from watching videos, check out . Especially his Music Theory Fundamentals collection.

Some free resources:

An older book about the basics. A really good introduction.

Music Notation and Terminology

This is a classic, written by a great Russian composer and arranger:

Principles of Orchestration by Nikolai Rimsky-Korsakov

This one isn't a textbook, but it has lots of general information that may be useful

The Forms Of Music by Donald Tovey
