It's standard for hardware mixers. Pressing a solo button does not release the other pressed solo buttons, because the mixer man wants to hear the channels where he pressed the solo button without the other ones.

So, why "no"?
In "high end" (expensive) hardware mixers there are several "solo" modes to choice from, yes.
But the standard mode still is (and has been from the start) that pressing a solo button solos this channel. Pressing several solo buttons solos these channels. That's how it has been from the start and so that was brought to several DAWs incl. Reaper. There are other ways to do it in Reaper with additional commands/modifiers or the extensions, but the standard way by just clicking is as the standard way on 90% of hardware mixers, to what the users are used to.
