Hmmm...people are listing a lot of albums that I wouldn't really classify as "concept" albums.

I mean, if you go that loose with it, every album is a concept album..."This album is about going into a studio and recording a bunch of stuff so we can make money" is a concept.

I prefer my "concept" albums to have something of a narrative thread.

Anyways: QUADROPHENIA.

Best concept album of all time:

Parliament's "The Motorbooty Affair"

Why? Because it's a concept album from 1978 that's completely non-pretentious and one hell of a party album ("Aquaboogie (A Psychoalphadiscobetabioaqualdoloop)" ranking up there as one of the top three funky songs of all time). Originally, the disc came with a comic book, pop-out cardboard characters of Mr. Wiggles, Sir Noise D'Voidoffunk, etc., and an underwater Atlantis playset. There was also a picturedisc available which had the famous photograph of George Clinton (as Starchild) surfing on the back of dolphins.

anyway - mine, though it may not be a full on concept album - is the Legendary Pink Dots album "The Tower" - it's a cycle of songs all looking into a sort of dark/totalitarian society, and kind of tells stories about the individuals living there, and some larger narratives. Or maybe it doesnt. Either way - I've got the LP of it, and it's a great record to put on, and just let run it's course.
