Cubase Time Signature Problem Snapping To Grid

I have a problem that I have no idea how to fix. I have tried everything I know how to do.

Here are the steps and where I am getting stuck.

1) I composed a piece in Finale. The piece has multiple time signatures, starting in 9/8, changing to 7/4 at measure 3 and so on.

2) I saved the Finale file as a MIDI file.

3) I imported the MIDI file into Cubase.

4) I set the initial time signature to 9/8 on the track editor.

5) At measure 3, I attempted to change the time signature to 7/4.

Here is what is happening.

Cubase won't put the 7/4 marker where I want it to go. It's putting it about a measure back. I have no idea why it's doing this and I have no clue how to fix it.

Has anybody else run into this problem? If so, did you find a fix.

** EDIT ** Never mind. Seems you can't do this in track editor but have to do it in the piano roll editor. No clue why it won't work with imported MIDI files (it works with regular manually entered or played notes) but it doesn't. Problem solved however.
