Old Topic Cubase 9 scan plugs on startup...ANSWER NEEDED STEINBERG!

Ok this topic has been done to death...but...indulge me for a minute and please STEINBERG if you are reading this give me an answer I can work with.

For two days I have been working on a project. All is great. I get it to an awesome point. Everything is good.

I get to today to prepare for a demo of it to my client. I have plenty of time. My machine is not on the internet and has not done any updates, nor has it been shut down or shut off. Nothing else has run because I have my DAW setup very minimally.

So with 30 minutes to spare, I have plenty of time to open the project and do a mix down (yes I probably should have done it last night) or maybe even one last pass listen to make sure I am satisfied and then mixdown, stick it on a flash drive and meet my client.

I start up Cubase and walk away to go grab the coffee I forgot in the car. I come back and we are still on the "A's" of scanning plugins. I mean, this thing is about to scan through HUNDREDS of plugins. And it does. And I am late. VERY late to meeting my client. Phone call to offer to take his group out to lunch late.

Why Steinberg? This is NOT THAT HARD! It rescanned when I installed 9. Nothing new has been introduced or installed. No changes to my system. The date changed from February 9th to the 10th and that is the ONLY change on my system since I last worked on this project yesterday.

WHY DOES IT DO THIS NONSENSE!?!?!?!?!
