Is it possible to use/record a external Synth without a audio interface.If not I can you recommend me one under 60 cad

Yes- use mic input on your inbuilt soundcard.

On windows use DirectSound,Wasapi or mme drivers

Does the synth you're talking about come with a MIDI port? Or does it do MIDI via USB?

a dedicated interface may have more OI,
and a MIDI port-
but you can play synths with one because the system processing time(latency) becomes a lot less with ASIO drivers and streamlined and more specific/purpose built hardware.
I was going to recommend ESI, but maybe research these guys. It's not all good.

What about M-Audio USB ones folks?

The mic input in the PC sound card is not designed to record signals from instruments, neither the converters. It can work but the signal could be very low or very high.

The cheapest interface I would recommend is the steinberg ur12 or the ur22 on windows. On Mac you could also pick a focusrite scarlett solo.

Is it a good idea to buy a used audio interface or is that just like buying a used PSU

If you mean that there should be some kind of wear, then, no. Should be "safe" to buy a used one. Make sure you also get the right cables though, to connect the synth (audio and MIDI), and your speakers.

As it doesn't have a keyboard, how are you playing it? If you already have that covered then using one of those Behringers Scotty mentioned will get the audio into the PC just fine. If you need to connect it to your PC with MIDI then maybe one of those cheap (£5 GBP) midi-usb cables on Amazon will do (I've used them without any issues).
