How to set up plugin script into eclipse neon IDE

I will be using the IDE that is made by Eclipse and the model is the Neon based on java and I am use to only C++ or should I use the Kepler CDT which is C++. Plus some tutorial videos in using plug n script would be nice plus information packet on what tricks work best on the different DAWS I am working sonar.

Plugins are not "scripts". Look up the difference between compiled an interpreted languages.

There are ways to code C++ with Eclipse but it might be easier for you to adapt to VisualStudio (the free edition) than for the projects to adapt to the new IDE.

NB: the version should not matter much. I use Eclipse daily. Only major change in Keppler/Luna/Neon I noticed was another splash screen and a total overhaul of the website.

There are no VST tutorials. Not in text, let alone on YouTube. If there were any, you would have found them. Oh maybe there are some open sourced example projects. Start read the VST SDK documentation. That's all you should need if you are cut out for programming VST plugins.
