I have a Reaper project that keeps resetting the global playrate in the background, even with the playrate hidden on the toolbar. That is, I can make the playrate visible, set it to 1, make it hidden , play around a bit, open the playrate and see that it is 1, hide it again, close the project, reopen, check the playrate and it is .9745. Or not, but I have reproduced this many times.
There is no tempo envelope automation involved and I have not been able to find an action that controls playrate I might have inadvertently touched.
Maybe there is a setting somewhere I have missed?
What I would really like is a way to lock the playrate globally - I have not been able to find a setting to do this though - is there one?
Is global playrate lockable in Reaper

There are actions to change the playrate by x% but in default settings not linked to a shortcut key which you could have hit accidentely.
There could be other procedures which might change the playrate like importing Midi files or so.
I don't think there is an option to lock the rate to 1.
You could try to find out (by NOT hiding the rate-slider) to find out what is causing the change of rate.

If you have Windows sharing the device, it could / would change the rate when it grabbed hold of it. If Reaper has a Release ASIO Driver In Background setting, it would prevent it, but it'd be either DAW or Windows producing sound, not both at the same time. Setting Windows to the matching rate may sort it, also.
