Best Free Sample Editor ?

I need a free sample editor that I can create sustained notes with decay from short notes.
I need to be able to save these to wav.
I think there are some editors that will forward then reverse play the loop end point to give a better decay sound.
This was made from the short note but in a round about way.

I'm not sure exactly what you're trying to do, but Audacity is a pretty good free sample editor.

Any audio editor will do this. Getting it to sound seamless is down to you

ocenaudio is the actual one I've been looking at.
I can get the end to loop smoothly but it won't play the sample from the start then loop the end like you can in Reaper.
How I did the original was open the wav in Extreme Sample Converter set the loop end point, record it playing from the start to the loop in wavpad, edit it so it just a long held note, then drop it into ReaSamplomatice with sustain and delay, play it and record it.
If you could post a guide or video it would help, just looking for a quick easy way,
