I have an RME Fireface 802, which, granted, is more than the OP wanted to spend, BUT, it runs slightly better on USB 2 than FW400. I was very surprised by that. Very low latency, very good converters, decent enough pres. It comes down to the drivers, and RME's are rock solid. So, my suggestion would be to try and get an RME device of some kind, 2nd hand.
