Can I run Cubasis 2 on an ipad mini with retina display (Ipad216 GB)?

I think if it shows up in the AppStore of that particular device, it should run. But do check the product page of the manufacturer for minimum device specs...

I'm running it on an iPad 4.
If you want a cheaper way to get it, look and see if you have any qualifying hardware that unlocks the Cubasis LE demo. If you do, you can upgrade LE to full Cubasis for $14.99. Then you can spend the money you saved on the IAPs if you like.
If you go this route, the app name will remain Cubasis LE but the launch screen will show that it's the full version. One caveat that may or not still apply is that if you need to reinstall Cubasis then you may need to attach the qualifying device to unlock LE in order to restore your purchases. LE didn't allow access to the Shop when I tried this some time ago (which meant I couldn't restore my full-version and IAPs) until I hooked up my iRig Pro.
