Is there some freeware that will take a MIDI file and let me strip out unwanted data ?

I've got some MIDI tracks. All I want is the Drum lines and the Velocity information.
(I think Drums are lines 35-50 for example.)

Is there a program out there that will just let me strip out the bits I want from a MIDI file ?

I would say any modern midi capable daw/sequencer do that.

Cakewalk Sonar - as Home Studio or Artist versions - are really good bang for buck.

Any of the freeware MIDI composers will let you export parts of a MIDI file and/or delete bits you don't want. Drums are often found on MIDI Channel 10 and on that channel the full GM percussion set uses notes 27-83. Notes 35-59 cover most of a conventional drum kit so perhaps that's what you mean by "lines".
