Why is VAT included with someone like myself in the US not needing to pay it?

This is the place where almost all VST-plugin vendors put their preset/patch stuff.
The simplest way to preserve backwards compatibility and solve this small thingy would be to let the user move the library location and when Rapid starts, to pop-up a dialog to picking the new library path.

You're not alone. I have a VAT registered ID, which would mean I would not have to pay VAT either, when purchasing outside my own country, and yet, when I essayed a purchase, I was being charged VAT, and had no way to remove it. I contacted Parawave, and was told that currently they have no way to avoid this. This is a problem since the changes that occured in 2015 in EU tax policy. Several digital sales platforms already implemented things right, but others did not. Avangate, for example, has a "shady" behaviour: If you are an EU citizen, you see the price with the Net amount and the VAT discriminated (the sum equals what you have to pay).
However, if you are a company, or an individual with a VAT registered ID, as soon as insert the VAT number, the Net price changes to the full price, and the tax changes to 0 - the amount to be paid, of course, remains the same.
I already passed on two purchases because of this. I will not mention the names of the companies because I think that's Avangate that's responsible to this bad behaviour. This is just to show that things may somehow be different than what they should, and we have to pay attention.

Yes even in the US I have a business which allows for a sales tax exempt status on business purchases. So either way this is not good. I pay so much US tax there is no way I am going to start paying VAT.

Actually, the presets located under C:\ProgramData\Parawave\Rapid\Sound Presets are intended for the Factory & Extension presets. All user Presets should be saved under C:\Users\$USER\Documents\Parawave\Rapid\Sound Presets. Both locations are scanned at start up and refresh. If you click on the file icon in the top row and select Browse Presets exactly this location will open. BTW all new user libraries are created under C:\Users\$USER\Documents\Parawave\Rapid\Sound Content. When right clicking a user library entry in the source browser, Browse Library... will also open the location.

Same as Windows, presets can be located in 2 location. Either /Users/&USER/Documents/Parawave/Rapid/Sound Presets or /Library/Parawave/Rapid/Sound Presets/.
In Logic or Garageband, only /Library/Parawave/Rapid/Sound Presets/ can be used. Otherwise the infuriating Apple sandbox stuff stores the sfiles in a weird sandboxed location no one knows of. And only specifically for this app. So if you save your presets in Logic and later want to load it in Ableton, it's not there where you intended to save it, but in the sandbox.

Btw, ever since I've got Rapid I'm using it for many tasks where I used to think Virus has no satisfactory software alternative.

Nope, not over here.
