Is it safe to use the ES-3 module as a variable power supply for breadboarding/experimenting? If not, why? Is current allowed to flow out of the outputs of the ES-3? What happens if you accidentally short an output to ground while its spitting out DC?

I wouldn't recommend it. The output op-amps are specified to cope with an output short-circuit, but the power dissipation is limited. It would be very easy to overheat the ICs if you were drawing current for a sustained period.
