I think BlueARP does exactly what you're looking for. Very flexible in what it can do with the incoming notes/chords.

A lot of synths (like Sylenth) have a chord mode in the arp. You program in a rhythm pattern (usually as a series of velocity values) and hold down a chord and the chord is played to that rhythm. So check among the synths/romplers you already own to see if they include this feature.
I tried (or at least looked at) some of the dedicated vsts mentioned (Cream, Catanya, BlueArp, Kameleono, Nora) but the best (or at least easiest to use and to the point) way of creating the rhythm patterns for chords I was looking for is the one available in Hive. I am having some issues getting it to do microtonal music (with alt-tuner) but so far this suits my purposes the best.

I’m a big fan of Hive, but for what you’re describing, I would go with Nora, no question.

I think I know what you are looking for, because I use these kinds of tools when I'm composing.

I've tried pretty much every option I could find for combining chord progressions with rhythms. Here are my suggestions:

If you are willing to use a separate app that makes it relatively easy to copy the MIDI to your DAW, I like to use Sundog Studio for this kind of thing: http://feelyoursound.com/sundog/

Odesi is a similar app but has been a bit more bug prone (getting better with every version though): http://odesi.mixedinkey.com/
It also has an iOS version.

If you really want a VST, Odesi is being reworked into a collection of VST plugins: https://mixedinkey.com/captain-plugins

Other things I've tried that I do NOT recommend because they were too clunky, confusing, and hard to use: Harmony Navigator, Liquid Music, and RapidComposer. But maybe you should evaluate them to see if you like them.

I would have liked to try the tools you mentioned but unfortunately, because of the microtuning, the 12edo chord system they incorporate won't work with my microtuned chords (constantly having to work with the 12edo keyboard layout is a headache in itself).

In fact, after trying out BlueArp with its arpeggiator, I was glad to find out that it did not add any additional notes to the ones I specified (even an octave transposition - an octave being 12 half steps in 12edo - results in arpeggiations with additional notes I don't want).

I'm definitely going to have to make a donation to Oleg!

Late to this but I built something that does exactly this. Drum pattern in, chord rhythm out, not a 1:1 mapping but more like the drums "inspire" the rhythm of the chord voices. Free, details here: viewtopic.php?t=628406

I tried out CM Nora this weekend. Play a chord progression through it. Then set up an arp pattern within Nora that can be painted into its piano roll or presets. Run that throgh a instrument as Nora is a midi thing. After a bit of working out it plays the arp which follows the chords. Will experiment more with it. Not vst 3.

Instachord. It has many patterns (strum, arpeggios, etc.) and you can assign them to midi keys for easy switching. You can assign chords to keys for switching between chords. Worth a demo.

Chordjam (Audio Modern) and Chord Generator (Mario Nieto) may be worth checking out (I'm not familiar with these).

Edit: Ah, I forgot about the microtuning aspect. Maybe one of those microtuning apps placed after the chording plugins will work? MTS-ESP seemed to work, at least in a brief test in Reaper using Instachord.
