Also consider past versions of Cubase and S1 (for example). You might find Cubase 6 or 7 really cheap with no much big difference really (unless the chord pads/tracks are very essential to you). Studio One v2 is still a great DAW IMO (I even still think it has a better GUI/colours than v3!).

I don't really use Chord pads or tracks in Cubase. I prefer using this online tool:
https://www.scales-chords.com/scalefinder.php then I use a paper and pen, the good old way to write notes and chords ;)
Using: Cubase Pro 15, Bitwig 5, Tascam US-4x4HR, MODX6, DM12D, LaunchKey 49, Yamaha guitar(Pacifica 612v) and bass (BB234) and some virtual instruments and synths.

Download the trial version and see how you like it. No track count limitations, no VST limitations, easy on the CPU and memory.

Easy learning curve, and it can perform most tasks that a modern DAW can do. The developers add features at a good rate, and most importantly, bugs are few and fixed quickly.
