What - exactly - constitutes "Sound Design"?

Is it preset makers or sample makers?

In regards to music? I think it’s someone who designs a sound using a tool.

To answer your question though, it would be both a preset maker for a plugin that makes sounds and someone who records, and then shapes those recordings to create a unique sound.

Synth presets and samples are a relatively specialised / niche area of what constitutes SD as a whole.
